Early Life and Education

Roopa D Moudgil was born on September 13, 1973, in Davangere, Karnataka. She grew up in a family of doctors and engineers and was always encouraged to pursue higher education. She completed her schooling in Davangere and went on to pursue a degree in electrical engineering from BMS College of Engineering in Bangalore. After completing her engineering degree, Roopa worked for a brief period in the software industry before deciding to join the civil services.


In 2000, Roopa D Moudgil cleared the prestigious Indian Police Service (IPS) exam and was allotted to the Karnataka cadre. She started her career as an Assistant Superintendent of Police (ASP) in Madikeri, where she worked for three years. During her tenure in Madikeri, Roopa earned a reputation for her courage, integrity, and quick thinking.

After serving as an ASP in Madikeri, Roopa was posted to Bangalore as a Deputy Commissioner of Police (DCP). In Bangalore, she was responsible for maintaining law and order and investigating various cases. Her work in Bangalore earned her several accolades and awards, including the President’s Police Medal for Meritorious Service in 2014.

In 2017, Roopa D Moudgil made national headlines when she exposed the irregularities in the Bangalore Central Jail. She submitted a report to her superiors, alleging that prison authorities were providing special treatment to the influential prisoner Sasikala, who was serving time for corruption. Roopa’s report led to an investigation, and the government took corrective measures to address the irregularities.
